4. Applying for Discounts: File Form 471 during the official window to calculate discount rates and detail funding requests.
5. Application Review and Approval: Complete Program Integrity Assurance (PIA) reviews and await the Funding Commitment Decision Letter (FCDL).
6. Starting Services: File Form 486 to confirm that services have begun and verify compliance with CIPA (Children's Internet Protection Act).
7. Invoicing: Pay for discounted services directly (SPI method) or pay in full and invoice USAC for reimbursement (BEAR method).
